ANC division cripples the Council

HIGHVELD – Mr Morake Charles Morolo has been appointed as acting municipal manager for the Govan Mbeki Municipality on Monday, 9 July.

His appointment came after Ms Refilwe Mtsweni, Premier, removed Mr Thisha Mhlanga in respond to the demands of eMbalenhle residents who were calling for his removal.

Ms Mtsweni announced in June that Mr Mhlanga who was a seconded by the province, will be removed from his position after residents who were protesting accused him of being biased and dividing the Govan Mbeki Municipality.

Mr Morolo is the deputy director general in the Mpumalanga Department of Public Works, Roads and Transport (Public Infrastructure).

He will act in this position until a new municipal manager is appointed.

The opposition parties are not happy with the removal of Mr Mhlanga and they are questioning its authenticity.

The Democratic Alliance said they were not given an explanation why Mr Mhlanga was removed.

The party believes that the removal of Mr Mhlanga was politically influenced.

Ms Ciska Jordaan, DA Caucus Leader, said her party is have serious questions about who is making decisions behind the scenes and what more is there that they “didn’t know about”.

She said the DA had a walked out on the basis that the ANC should get their house in order.

“Once again we are at the mercy of their internal struggles and when the elephants fight, it’s the grass that suffers.

“The internal matters of their caucus have affected the residents of Govan Mbeki massively in the last month, causing for the questionable budget to be approved, service delivery tariffs to be increased and the Municipal Manager to be removed among other things.

“The meeting did not form a quorum and was scheduled to reconvene on Monday the 9 of July.

“ At this meeting, once again we have found that the majority party did not form a quorum.

“It is abominable to think that following the proceedings of the council meeting the previous week, the status quo remained.

“Several councillors of the ANC failed to attend the meeting while several councillors of the opposition were not even given notice.

“Some councillors in the opposition have claimed even to have been threatened with their salaries if they walk out again.”

She said the Democratic Alliance have maintained their position with regards to the responsibility of the ANC to carry out their mandate of governance and walked out in protest leaving the meeting once again without a quorum.

She said Mr Nhlakanipho Zuma, Speaker, had circulated SMS’s that the council will reconvene at 2pm on the same day, quoting a section of the Standing Orders of the Council that was of complete irrelevance to the matter.

“The DA was prohibited to speak at this meeting, once again appearing not to form a quorum.

“The ANC however, continued with the agenda and approved the appointment of Mr Morolo despite the clear contravention and in total disregard for the rules of the Council.”

Ms Botha said the DA calls on the MEC for COGTA in the province to consider this matter in an utmost serious light.

This is not the first time that the ANC attempts to arrogantly push through crucial council resolutions without a quorating meeting.

The Economic Freedom Fighters said the ANC’s infighting continues to cripple the municipality.

Mr Kudumela Shai, EFF councillor, said the power battle within the ANC is so rife that they have forgotten about those who voted them into power.

“These functions are comprising the Council.

“As the EFF we can not be part of their games, we want a solid municipality which focuses in developing the livelihood of the residents.

“ANC councillors do not respect us and the community.

“Some of them did not event attend the Council Meeting, they must deal with this”

Sakhisizwe Progressive Movement said what is happening in the Govan Mbeki Municipality proves that there is no leadership.

The ANC and Mr Zuma were not available for comment at the time of going to the press.
