Appointment of Govan Mbeki Municipal manager raises eyebrows

The Corporate Alliance of South Africa (Casa) raised concerns over what they perceived as maladministration and corruption in the Govan Mbeki Municipality.

The independent voluntary organisation consists of 312 local members who are demanding answers regarding the appointment of the municipal manager.

They want to know how far the process is and why it takes longer that it should.

Casa suspects the municipality is hiding something from residents.


Casa submitted a memorandum to the municipality in April to seek answers.

They demand to be given the entire short listing process and procedures conducted during the interviews and the list of candidates.

“We appeal to Council to invite the auditor general to provide the findings regarding the overall performance, management, transparency and accountability of the municipal manager.

“This must be done before the appointment of the future municipal manager.

“The reason is that we have observed and noted that Govan Mbeki Municipality did not act in line with the law when they extended the contract of the former municipal manager, Mr Mmela Mahlangu.

“Further to that, the acting municipal manager’s contract has lapsed and residents are not informed.

“Are they hiding something?

“On which grounds did they extend the term of the former municipal manager?

“If they say whatever they did and are doing is in line with the Salga guidelines, they must produce documents and regulations to substantiate their claims,” said Mr Vusi Sibeko, Casa’s president.
